Can an arrangement be forcibly reviewed where the payer's financial situation has improved since the agreement was made? The arrangement is not subject to a court order. Does this in itself make a difference?

The courts normally have no jurisdiction over CM and after March 2003 can't order either CM or a variation. The exceptions being when the NRP lives abroad, the non resident parent's income exceeds the capped amount of £2k/week, over 18s, when there are disabled or step children.
You could apply to the CSA/CMEC for an assessment.
