STBX was employed by company with salary, company car etc..,. He is now working for same company (reinvented) with company car and is self employed. He will not declare income as have to wait for accountsand therefore is not making payments. He has arrears for previous relationship of £7000(they took a year to complete assessment and then he paid a little bit before redundancy. I will now be applying for maintanence too. What can CSA do. What other options do I have?

What can the CSA do in a nut shell they have powers but do not excerise them for the NRP that just won't pay.
You have not stated how many children there are but as he is newly self employed i presume his own company he will be required to pay £5 p/w for 6 months after that period if he fails to pay it will be a default calculation £30 p/w 1 child £40 p/w - 2 children £50 p/w - 3 or more children until the correct assesment is in place.
CSA can take action through the courts first step is to apply for a liability order.
Then it can move on to Bailiffs, Register of judgements, orders and fines, Third party debt order and a charging order.
The final action that could be taken is the loss of their driving license for up to 2 yrs or to be sent to prison for upto 6 weeks.
CSA are trying to get tougher and make a NRP pay back their arrears with in 2 yrs.
