21 days in which to respond is standard,
and as far as I know, there is no way to speed things up, other than to
return the documentation promptly and as quickly as possible. Once the
Court has your documents, the Sheriff can then look at the paperwork and
grant the Decree. Note that after the Sheriff granting the Decree, there is
a further 2 week period to wait before the Decree is signed and the
marriage ended.
If you have been separated for 3 years, then a
few more weeks wont make that much difference, will it?
