earning cash in hand, then you should inform the CSA.
I
understand what its like for a parent to cut one child out completely - my
children's father has done just that to our older daughter, but as much as
its wrong, and it hurts, your younger child has a right to have a
relationship with his/her father - regardless of how much CM is paid (there
are some
PWC who receive no CM at all) and if you think he is
responsible or not (unless there are child protection issues, of
course).
I understand your frustration - for years I paid for,
and undertook journeys lasting at least 7 hours each way so that the kids
could see their Dad, but as it meant they (the children) got to spend
important time with their father, then it was worth it. I did it for them,
not him.
