CSA - both still living in the marital home

I am asking this question for a friend who has received conflicting advice.

She is still in the home living separately in all respects to her stbx, awaiting the outcome of financial proceedings. She has the majority of care of the children (more than the 4/7 nights that is usually referred to) and a contact order is in place regarding his contact with the children.

Does anyone have the definitive answer on whether she can apply through the CSA? She does not have an income herself. She receives child benefit and ctc for the children. He currently makes no financial contribution to the children.

For clarity when you say no contribution, is he still paying the mortgage and bills ? Putting a roof over their heads could be considered a contribution.

No, he pays most of those bills.

The CSA will not get involved if they are still living together.

Paying Bills "is" contributing to the children
